This section depicts the evolution of the convention and summarises its travaux preparatoires, in particular the proceedings in the International Law Commission (ILC) and at the Vienna Conference in 1968 and 1969. The ILC's work on the topic gathered momentum by Waldock presented his first report containing 27 articles in 1962. The ILC devoted most of its 1962 session to this report. Waldock Report IV of 1965 introduced a final phase in the work of the ILC. The UN conference on the law of treaties was conducted in two sessions. The first session took place in Vienna from 26 March to 24 May 1968 and was attended by 103 states and 13 specialised agencies. The second session took place in Vienna from 9 April to 22 May 1969 and was attended by 110 states and 14 specialised agencies.
