Abstract

Since it joined the EU in 2007, Romania has organized four European elections: in 2007, 2009, 2014 and 2019. This chapter aims to analyze this electoral experience in order to outline an evolutionary model of the Romanian electoral mechanisms involved in this endeavor. In order to achieve this, we will consider four parameters. First of all, we analyze the legal context in order to investigate legislative continuity. Our second parameter is voter turnout as a defining element of electoral behavior, given that the general context is one of relatively low rates of European participation. Our third parameter is the N index, or the degree of electoral disproportionality, a key indicator of proportional electoral mechanisms. Lastly, we look at specific political evolution in regards to the dynamic of expressed political preferences by participants in European elections.
