Abstract

This chapter presents the development of recommendations for quality improvement in digital teaching and learning at Austrian higher education institutions. These recommendations arise from the collaboration of various stakeholders of the higher education sector, a policy paper, and a systematic literature review commissioned by the responsible ministry, which provides a comprehensive account of experiences with distance teaching and learning in Austria in the wake of the pandemic. We present this approach as an example for the interplay of different instruments for policy design during times of uncertainty. Finally, challenges and potential areas of exploration for the future are derived from the collaborative policymaking process.
