Focusing on the local diaspora strategies and policies of a Europe-bound sending area in Southeast China, this chapter highlights emigration in the People’s Republic of China (PRC) as increasingly a cultural resource and not just an economic one. It also stresses that analysis of contemporary diaspora measures should include the examination of other national and local strategies and policies that are not solely focused on diaspora engagement work. The chapter, therefore, situates contemporary PRC diaspora policies and governance within two sets of policies: those related to town branding and urban transformation, and those related to digitalization, governance, and surveillance of small units of population (i.e., gridding). It also considers the extent to which the innovations in local diaspora measures are unique to the examined sending area, and whether these local measures are part of a larger trend followed by other sending areas in contemporary China.
