This article gives an overview of the doctrine, state practice and treaty provisions with respect to the protection of groups in case of war crimes and crimes against humanity to see what rules apply in the case of Bosnia Hercegovina and Somalia and whether a right of intervention or an obligation to intervene exists. The author concludes that the present laws with regard to the protection of group rights are inadequate and ineffective.
