With good education and a relatively high functional capability, Sudanese Public servants have had the potential to playa major role in the political and socio-economic development of their country. Unfortunately, all development plans since independence have failed to achieve their goals. This failure was caused by administrative inefficiency and obsolete structures, bureaucratic infighting, and the lack of co-ordination, leading to poor implemention and execution of government policies.
