Abstract

The author analyzes the growing phenomenon of ``soft'' organization, and argues that neither the legal justification nor the policy justification for institutional ambivalence are terribly convincing. Instead, he links the intentional creation of ``soft'' organizations to more general discussions on regulation and deregulation, to conclude that ironically, too much ``softness' has already resulted in calls for a ``hardening'' of those ``soft'' creatures.
