This question has often been discussed amongst Danes: Did the occupation lead to a state of war between Denmark and Germany? - not because anyone possibly could be in doubt that an intense and well-organised struggle was going on throughout the country, but because it is not clear how this struggle should be characterised. The question is not only of juridical importance. It also contains political and psychological elements, which account for the fact that special emotional interests attach to it. We are now going to discuss this problem briefly, but to begin with, it is necessary to give a sketch of the background, of what actually happened in Denmark since April 1940.
