* EDITORS' NoTE.-This report was written by Mr. Danny Waters, rector of WMU, and was taken from IMO Nerus, no. 2 (1993): 19-20. For a report of WMU's Board of Governors, see "Report of the Board of Governors of the World Maritime University to the Council of the International Maritime Organization: 1990-1991," Ocean Yearbook 10, ed. Elisabeth Mann Bor- gese, Norton Ginsburg, and Joseph R. Morgan (Chicago: University of Chicago Press, 1993), pp. 367-74. 1. WMU turned 10 years old on 4 July 1993. During the last decade the university has evolved and developed, but its fundamental aim has remained the same-to provide training that cannot be gained elsewhere for the senior personnel who are primarily responsible for ensuring that IMO measures are implemented and enforced.
