Abstract

The major challenge facing Africa's socioeconomic transformation pivots on the gross absence of added value to its abundant natural resources. The continent is suffering from low human resources development, poor innovative capacity, and low productivity. This paper argues that, until the continent is able to develop its innovative, competitive, productive, and competence capacity, it will remain an underdeveloped polity exploited by the countries that master the driving forces of science, technology, research, innovation, and globalization in the development process.
