Abstract

The history of American-Soviet commerce contains numerous turning points, but none is perhaps so little appreciated as the commencement of direct cotton trade. This development occurred as a result of the visit of Viktor P. Nogin to America from November, 1923 to January, 1924.1 It is particularly informative to discuss the events of this period within a framework of general propositions concerning American-Soviet trade.
