Teachers’ unions, having traditionally related pay to education and experience, are vigorously opposing merit pay proposals. Such measures, when based on students’ performance on standardized tests, may simply reward teachers in better schools with better-prepared students. Moreover, McFadyen observes, efforts to impose merit pay may be motivated by a desire to divide teachers and weaken their unions.
