Discussion and analysis of the election and administration of Alan García (1985–90), the expansion of violence in Huancavelica, the 1990 election of Alberto Fujimori (1990–2000) to the presidency, and the ensuing changes in counterinsurgency policies, the effect of Sendero’s insertion into the cocaine trade in the jungles of Upper Huallaga Valley and Apurímac, Ene and Mantaro River Valley, and the the human toll of the conflict in Huancavelica in terms of deaths, human rights abuses and displacement.
