Der Umgang des Staates mit Information ist von vielschichtigen Konzepten durchdrungen.
Behebung von Marktversagen zur Herstellung einer Marktgängigkeit von (privaten) Informationen ist nur eines der Konzepte. Gewährleistung von Transparenz zur Demokratiesicherung, Information als Entscheidungsgrundlage staatlichen und privaten Handelns, als Instrument der Steuerung oder auch die Herausbildung einer Infrastrukturordnung sind andere Funktionen und Ziele, die staatliche Vorgaben bedienen. Der Staat tritt dabei in verschiedensten Rollen auf und agiert auf der Basis unterschiedlicher Informationskonzepte. Diese Vielfalt offenzulegen und zu systematisieren, kann dazu beitragen, scheinbare Widersprüche aufzudecken und den Umgang mit privaten, öffentlichen, personenbezogenen und sachlichen Informationen besser auszugestalten: z.B. die brennenden Konflikte im Zeitalter von Digitalisierung und Internet zwischen wirtschaftlicher Nutzung von Daten einerseits und den Schutzrechten Privater andererseits.

Die Beziehungen des Staates zu seinen politischen Parteien sind komplex und ambivalent.
Staat und politische Parteien bedingen einander. Sie sind einerseits Voraussetzung für die Existenz und die Funktion des jeweils anderen. Andererseits haben sie auch das Potential, die Funktionstüchtigkeit des Staates gemessen an den verfassungsrechtlich vorgesehenen Einrichtungen und Verfahren zu gefährden. Vielfach überlagern sie diese und degradieren verfassungsrechtlich vorgesehene Organe zu Vollstreckern von Entscheidungen, die inhaltlich auf parteipolitischer Ebene getroffen wurden. Am Beispiel Österreichs werden sowohl die gegenseitige Bedingtheit als auch die Spannungsverhältnisse zwischen verfassungsrechtlichen Einrichtungen und deren parteipolitischen Überlagerungen aufgezeigt. Von den unterschiedlichen wissenschaftlichen Betrachtungsweisen wird der juristischen der Vorzug gegeben, wenngleich andere nicht zur Gänze ausgeblendet bleiben. Darüber hinaus werden Überlegungen zur Beseitigung bzw. Begrenzung der aufgezeigten Disfunktionalitäten angestellt.

Supported by extensive bibliography and hundreds of interviews, the author addresses each South American country, including those who did not elect progressives, in addition to Cuba. The national focus is enriched by an analysis of regional integration attempts, providing a detailed and necessary recent history of the subcontinent.

In Censorship in Colonial Indonesia, 1901–1942 Nobuto Yamamoto examines the institutionalization of censorship and its symbiosis with print culture in the former Dutch colony. Born from the liberal desire to promote the well-being of the colonial population, censorship was not practiced exclusively in repressive ways but manifested in constructive policies and stimuli, among which was the cultivation of the “native press” under state patronage. Censorship in the Indies oscillated between liberal impulse and the intrinsic insecurity of a colonial state in the era of nationalism and democratic governance. It proved unpredictable in terms of outcomes, at times being co-opted by resourceful activists and journalists, and susceptible to international politics as it transformed during the Sino-Japanese war of the 1930s.

Clan societies differ substantially from Western democratic states. Clan societies are based around the extended family. Honour and solidarity are important, which is reflected in nepotism and blood revenge. However, a more positive aspect of clan societies is the use of reconciliation to solve conflicts. This guarantees that parties to a conflict can cooperate in the future. When intervening in a clan based society it is important to be aware of the differences compared to Western democracy. Based on theory and practice the cases of Afghanistan, Iraq, Albania and Chechnya are investigated. El éxodo español de 1939: Una topología cultural del exilio explores the cultural strategies employed by Spanish Republican refugees in adapting to radical changes in their environment and transforming the new spaces into habitable places. Thus the monograph highlights the centrality of the concept of place in the reconstruction of the lost home by analysing the various stages of the relocation of culture in exile: from French internment camps, on board ships, and finally to residence in Mexico.
Adopting an interdisciplinary approach, Jato contends that the experience of space in exile is relational, and that the staging posts described in each chapter have no meaning unless they are interconnected as integral parts of a cultural topology.



En El éxodo español de 1939: Una topología cultural del exilio Mónica Jato da cuenta de las variadas estrategias culturales empleadas por los refugiados republicanos españoles para adaptarse a las condiciones de sus nuevos entornos con el fin de transformarlos en lugares habitables. El libro indaga así la centralidad del concepto de lugar en la reconstrucción del hogar perdido y lo hace a través de sus diferentes etapas: en los campos de internamiento franceses, en los barcos rumbo a América y durante el asentamiento en tierras mexicanas.
La experiencia del exilio es abordada aquí desde una perspectiva interdisciplinaria que pone de manifiesto el aspecto relacional de estas pausas espaciales cuya interconexión define esta particular topología cultural.
