Brill Response To The Covid Crisis
How We Are Supporting Libraries And Academics
In response to the recent ICOLC statement and the statement released by Jisc and its partners in the UK, we would like to summarise the ways in which Brill is helping institutions to maintain teaching and research activity during these difficult times.
Questions
Is Brill making relevant content and data sets about COVID-19, coronaviruses (regardless of species affected), vaccines, antiviral drugs, etc. currently behind subscription-only paywalls open access immediately to facilitate research, guide community public health response, and accelerate the discovery of treatment options?
Has Brill removed and waived all simultaneous, concurrent user or credit limits to an institution’s licensed digital content during this period when universities are going all online in order to allow research, discovery, and learning to proceed?
Has Brill removed, waived or paused triggers associated with evidence based or demand driven models in recognition that there will be a higher use of online content as courses are being delivered online?
Has Brill lifted existing contractual inter-library loan restrictions or photocopying limits temporarily so that universities and colleges may assist their students to complete their studies?
Has Brill temporarily waived costs associated with the digitisation of second extracts under the CLA licence and engage with the CLA and other collective management organisations to increase extent limits to ensure teachers can provide students with the content they require?
Will Brill extend trial access periods to 90 days in the first instance to provide institutions and colleges with a monitored and managed route to access content they may require but have been unable to subscribe to previously?
Has Brill lifted any restrictions on remote access, so that teaching activities and research can continue online and remotely, despite institutional closures?
Will Brill allow flexible renewal periods and lengthened payment due dates as we do not know the future impacts on health or business operations?
Will Brill delay or minimise any planned price increases until the upheaval and disruption that we are seeing in our user communities, public health systems, and stock markets all over the world calms?
Is Brill developing plans to temporarily lift paywalls or develop alternative methods of authentication to allow access to subscribed content if traditional authentication mechanisms are overloaded under the increased traffic?

Is Brill making relevant content and data sets about COVID-19, coronaviruses (regardless of species affected), vaccines, antiviral drugs, etc. currently behind subscription-only paywalls open access immediately to facilitate research, guide community public health response, and accelerate the discovery of treatment options?
Yes. Brill has opened up books and articles on topics such as public health, distance learning, crisis research free of charge. Links to all available content is collected here.
Content is divided into several subjects:

Has Brill removed and waived all simultaneous, concurrent user or credit limits to an institution’s licensed digital content during this period when universities are going all online in order to allow research, discovery, and learning to proceed?
Yes. Brill offers institutions unlimited site licenses as standard, therefore there are no limitations on simultaneous / concurrent access to our content.
Has Brill removed, waived or paused triggers associated with evidence based or demand driven models in recognition that there will be a higher use of online content as courses are being delivered online?
Brill offers EBA (Brill Evidence Select) as one of its E-Book acquisition models, but there are no triggers. In an EBA program with Brill, access is opened up to a range of content during the period of the EBA plan.
Has Brill lifted existing contractual inter-library loan restrictions or photocopying limits temporarily so that universities and colleges may assist their students to complete their studies?
Yes. Clause 4.1 of our institutional license agreements allows for ILL, inside the same country, for the purposes of research or private study and not for commercial use.
Has Brill temporarily waived costs associated with the digitisation of second extracts under the CLA licence and engage with the CLA and other collective management organisations to increase extent limits to ensure teachers can provide students with the content they require?
Brill is one of the academic publishers supporting the CCC’s Covid initiative, and we will participate in similar initiatives.
Will Brill extend trial access periods to 90-days in the first instance to provide institutions and colleges with a monitored and managed route to access content they may require but have been unable to subscribe to previously?
Brill is always happy to offer free trials to its online resources and to consider requests for extended trials on a case by case basis. Please contact your usual contact in the Sales team, or email sales@brill.com with any trial requests.
Has Brill lifted any restrictions on remote access, so that teaching activities and research can continue online and remotely, despite institutional closures?
Brill’s institutional licenses allow for secure remote access by an institution’s authorised users.
Will Brill allow flexible renewal periods and lengthened payment due dates as we do not know the future impacts on health or business operations?

Will Brill delay or minimise any planned price increases until the upheaval and disruption that we are seeing in our user communities, public health systems, and stock markets all over the world calms?
In principle, our current 2020 prices will remain valid until 31 December 2020.
Is Brill developing plans to temporarily lift paywalls or develop alternative methods of authentication to allow access to subscribed content if traditional authentication mechanisms are overloaded under the increased traffic?
Brill offers IP validation, Shibboleth and OpenAthens.
