Abstract
To address the future of the International Seabed Authority (ISA), its objectives and policies entails looking at the United Nations Convention on the Law of the Sea as a living legal instrument that empowers States parties to work within the Authority, and to address key issues identified in the Authority’s Strategic Plan to fulfill the purposes of the common heritage of mankind while considering global and specific requests for protection of biodiversity and the marine environment. In this respect, the adoption of exploitation regulations requires ensuring adherence to the precautionary approach and its implementation, as well as vigorous environmental standards, monitoring and management.
