Abstract

Facing terrorist attacks all over the world and every day, not only in “certain regions”, I want to argue that cooperation in criminal matters is far from being enough to prevent or combat them. In addition, police cooperation or – in general – cooperation in administrative matters will not suffice. We rather have to accept the idea that most probably only international cooperation of intelligence services provides some kind of protection. This confronts us with the task to adjust this approach to human rights standards.
